LETTER OF TRANSMITTAL

Chairman, Committee on Foreign Relations,
U.S. Senate.

DEAR MR. CHAIRMAN: As a member of the U.S. Delegation to the 23d General Assembly of the United Nations, I submit to you and the Committee herewith a report on the activities of that Assembly; and also some observations on the operation as I viewed it.

One of the more rewarding aspects of being a delegate was the opportunity to work with the many able and dedicated people who run our U.N. mission in New York.

It was also a privilege to serve with the other members of the U.S. delegation, especially with my colleague Senator John Cooper.

I would also note the valuable contribution made by Mr. Arthur Kuhl of the Foreign Relations Committee staff who served with Senator Cooper and me in New York during this session of the General Assembly.
