Ladies and gentlemen, the hearing will please come to order. Today we begin our hearings on the fiscal year 1972 District of Columbia budget. The hearing marks not only the opening of our consideration of that budget but my first experience as chairman of this subcommittee, and, indeed as a member of the Appropriations Committee. For me these hearings will be an educational process and I hope that you will bear with me should I appear naive or unsophisticated as I proceed along. I commence these hearings at an early date and in so doing I am continuing the practice begun by my predecessor last year-a practice which produced the first District of Columbia appropriations bill in 7 years to be enacted by the beginning of the fiscal year. I believe it is essential to good planning and the orderly processes of government to know what funds will be available prior to the time the government starts spending them. A bill before the beginning of the fiscal year will, therefore, be our goal again this year. With the cooperation of our sister committee in the House of Representatives and the legislative committee we shall achieve it. Such early consideration will also insure that this budget gets the full attention it deserves and make our deliberations here available to the legislative committee for their consideration of District needs as well as the resources. |
