DEPARTMENT OF DEFENSE BASE CLOSURES AND REALIGNMENTS STATEMENT OF SENATOR INOUYE Senator INOUYE. Today, the Senate Appropriations Subcommittees on Defense and Military Construction are holding a joint hearing on base closures and realignments. We will hear first from the former Chairmen of the Commission on Base Closure and Realignment-Senator Abraham Ribicoff and Congressman Jack Edwards. We will then hear from the Department of Defense representative, Mr. Robert Stone, the Deputy Assistant Secretary of Defense for Installations. Senator Sasser, chairman of the Military Construction Subcommittee, cannot be here today because of the concurrent scheduling of a Budget Committee hearing. As the second ranking Democratic member on Military Construction, I will chair today for both subcommittees. Senator Grassley, as ranking minority member, is here to represent the Military Construction Subcommittee. The Commission on Base Realignment and Closure's recommendations were announced on December 29, 1988, and affect 145 Department of Defense installations. The Commission forecasts upfront military construction and design costs from 1990 through 1994 of approximately $1.8 billion.
