NOTE.-Increases are requested to (1) cover the full-year cost of the 18 positions considered essential to enable the Under Secretary for Transportation to discharge the important and complex responsibilities of his office, embracing the coordination of land,

sea, and air transportation and related weather services; (2) allow more frequent use of experts and consultants on a WAE basis; and (3) provide sufficient funds for travel and per diem for experts and consultants.

NOTE. Small increases in average number of employees are requested for each of the
offices comprising this activity. This involves a net increase of 4 new positions and of
7.5 in the average number of positions. The additional personnel is required to accom-
plish necessary staff functions now being deferred or to eliminate existing backlogs and

maintain activities on a current basis. Greater emphasis on field operations requires
an increase in travel funds. Undertaking currently deferred activities and clearing up
backlogs will require small increases for printing and reproduction and for other con-
tractual services.

NOTE.-New positions are provided to strengthen departmentwide programs for safety promotion and for management of real property, communications, supply services and warehousing, and records. Also, for supervisory personnel in the Accounting Operations Branch to assure the issuance of more timely accounting reports. The increase for other objects represents the Department's first request for funds to provide supplies and

equipment required for (a) making tests and conducting training courses essential to successful operation of the recently activated safety program, and (b) furnishing civil defense light rescue teams and first-aid units with materials necessary to perform their functions in case of an emergency.
